Your internal memory app partition is gone. The Nobis NBO9 has some serious issues with bad internal memory storage. Yours is undoubtedly unable to download anything from the Store because the operating system *sees* no place to download them to.
Go to Settings > Storage and examine the top horizontal bar graph. It will probably be all one color and the text under it will probably say 00.0 bytes of storage. This means bad internal memory.
You are stuck with a broken tablet unless you can manage to get Nobis, now Bidwell to issue an RMA. Good luck with that as they don't seem to eager to stand behind their defective product.
An Android phone and a Windows phone are two different Operating Systems. The app might be compatible but it has to be downloaded from the Windows phone, you can't put apps you downloaded from an android onto a Windows phone. Go to the Windows App store and find the apps you want and download them, it will take time because you'll have to do it individually. (BTW it will say they are "installed" because Windows will recognize it as a file)
