I would not 'deep 6' it yet, try to change the selection output switch to the wand and see if any water comes out of the wand.
Also, it would help if this was posted in the correct area. I see it in the PC Desktop area so people with more experience might see this posting if under the correct area.

I have a bissell pro heat 2x Mod.8920-3. When I push the lever on the handle to release water and cleaning solution, the water does not spray out.

The check valve on the bottom of the bladder wasn't going deep enough into the recepticle on the base of the unit; the valve wasn't opening, and the pump was sucking from a dead end. (It WOULD pull soap from the small tank, but not the main bladder reservoir.) I cut a 3/4" piece of a disposable ball-point pen cap, to ride over the rod in the center of the recepticle. Long enough to push the valve open, but short enough that the tank assembly sat down on the base. If the rod is too long, it will push the whole tank up, and break the vacuum seal at the forward edge. Evidently this thing was designed to a tight tolerance, and just a little aging/distortion of the plastic reservoir base was just enough to keep the valve from being pushed open!

Will the machine spay water if the belt on the left hand side that turns the brushes is broke?

Yes it will. I had same problem. You need to replace belt. Bissel site tells you how and you can buy new belts from them.

There is probably a bad solenoid in the machine that controls the water out to the floor, you would be better off taking it to a repair place because it is a big mess of hoses and wires.

I have a bissell pro heat water wont come out

The pump may spin but the vanes inside could be broken or worn enough that they are unable to push water through the pump system. I am repairing a Bissell Model 8920 Pro-Heat 2X that has this very same problem.

I tested all the hoses to verify that they were not plugged. I then hooked the water and cleaner tub from the rear directly to the pump and held it above the pump assembly and water barely went through it with gravity feed and the pump was visibly spinning. The pump assembly can be acquired from AE Carters for $10.00.

I do not give any guarantee that this is the only problem.

How much soap and how much water do I put in the Bissell pro heat?

You are supposed to buy the Bissell soap. On the bottle depending which cleaner you need. The directions are on the bottle. Please do not use house hold cleaners because you can cause serious damage to the vacuum.
