Will not format, in disk manager when I partition it it gets to 100% while formatting then it says format not complete. when i try to open it it says I This Disk has not been formatted, would you like to...

After writing on 100% of the disk-drive, the FORMAT goes back and tries to write on the FIRST few blocks of the disk-drive. When it cannot successfully write to the "start" of the disk-drive, you get the "not complete" message.

The only way to fix it is to responsibly recycle the old disk-drive, and purchase a new disk-drive.

When i try to run a disk it says the disk is not formatted do i want to format it now. the disk has information on it so it has to be formatted .

It is possible that there are errors on the floppy disk or the disk was formated using a format that is incompatible with the current operating system. If the disk is readable on another system, the best solution would be to copy the files onto a portable USB flash drive, then reformat the floppy disk using a filesystem that is readable on the desired computer.

Try this
Microsoft Windows 95, 98, ME syntax
Formats a disk for use with MS-DOS.
FORMAT drive: [/V[:label]] [/Q] [/F:size] [/B | /S] [/C]
FORMAT drive: [/V[:label]] [/Q] [/T:tracks /N:sectors] [/B | /S] [/C]
FORMAT drive: [/V[:label]] [/Q] [/1] [/4] [/B | /S] [/C]
FORMAT drive: [/Q] [/1] [/4] [/8] [/B | /S] [/C]
/V[:label] Specifies the volume label. /Q Performs a quick format. /F:size Specifies the size of the floppy disk to format (such as 160, 180, 320, 360, 720, 1.2, 1.44, 2.88). /B Allocates space on the formatted disk for system files. /S Copies system files to the formatted disk. /T:tracks Specifies the number of tracks per disk side. /N:sectors Specifies the number of sectors per track. /1 Formats a single side of a floppy disk. /4 Formats a 5.25-inch 360K floppy disk in a high-density drive. /8 Formats eight sectors per track. /C Tests clusters that are currently marked "bad." Microsoft Windows 2000 and Windows XP syntax
Formats a disk for use with Windows 2000.
FORMAT volume [/FS:file-system] [/V:label] [/Q] [/A:size] [/C] [/X]
FORMAT volume [/V:label] [/Q] [/F:size]
FORMAT volume [/V:label] [/Q] [/T:tracks /N:sectors]
FORMAT volume [/V:label] [/Q] [/1] [/4]
FORMAT volume [/Q] [/1] [/4] [/8]
volume Specifies the drive letter (followed by a colon), mount point, or volume name. /FS:filesystem Specifies the type of the file system (FAT, FAT32, or NTFS). /V:label Specifies the volume label. /Q Performs a quick format. /C Files created on the new volume will be compressed by default. /X Forces the volume to dismount first if necessary. All opened handles to the volume would no longer be valid. /A:size Overrides the default allocation unit size. Default settings are strongly recommended for general use.
NTFS supports 512, 1024, 2048, 4096, 8192, 16K, 32K, 64K.
FAT supports 512, 1024, 2048, 4096, 8192, 16K, 32K, 64K, (128K, 256K for sector size > 512 bytes).
FAT32 supports 512, 1024, 2048, 4096, 8192, 16K, 32K, 64K, (128K, 256K for sector size > 512 bytes). Note that the FAT and FAT32 files systems impose the below restrictions on the number of clusters on a volume:
FAT: Number of clusters <= 65526 FAT32: 65526 < Number of clusters < 268435446
Format will immediately stop processing if it decides that the above requirements cannot be met using the specified cluster size.
NTFS compression is not supported for allocation unit sizes above 4096.
/F:size Specifies the size of the floppy disk to format (160,
180, 320, 360, 640, 720, 1.2, 1.23, 1.44, 2.88, or 20.8). /T:tracks Specifies the number of tracks per disk side. /N:sectors Specifies the number of sectors per track. /1 Formats a single side of a floppy disk. /4 Formats a 5.25-inch 360K floppy disk in a high-density drive. /8 Formats eight sectors per track. format [drive:] [/q] [/fs:file-system]
drive: Specifies the drive to format. /q Performs a quick format. /fs:file-system Specifies the file system to use (FAT, FAT32, or NTFS) Examples

format a: /q
Quickly erases all the contents of a floppy diskette. Commonly used to quickly erase all information on the diskette.
format c:
This would erase all the contents of your C: hard disk drive. In other words, unless you wish to erase all your computer's information, this command should not be done unless you're planning to start over.

Or
Right click My Computer-->Manage-->then go to Disk Management
and select the to format right-click it and click format. Thats it Your drive will format and You can also choose in which file system you want to format your drive.

Solution 1.
Try using the Installation CD or Utiltity CD that came with your drive to format it.

If theres a Utility CD then install it on your computer and try formating it from the utility application.

If the windows error messages still persist then try formating it with the windows default options or NTFS option.

How do I re-format a 2x serial SATA drive to reinstall XP?

How to Format a Hard Disk

After you create the partitions, you must format the partitions:

Restart your computer with the Startup disk in the floppy disk drive.

NOTE: If you are using a Windows 95 Startup disk, a command prompt is displayed and you can skip to step 2. If you are using a Windows 98, Windows 98 Second Edition, or Windows Me Startup disk, select the Start computer without CD-ROM support menu option when the Windows 98 Startup menu is displayed.

2. When a command prompt is displayed, type format c: /s and then press ENTER. This command transfers the system files and should only be used when you format drive C (or your "active" drive). For all other partitions, type format drive: (where drive is the letter of the partition that you want to format).

NOTE: If you receive a "Bad command" or "Bad file name" error message, you may need to extract the Format.com tool to your boot disk. To do this, type the following command at a command prompt, and then press ENTER:

Extract ebd.cab format.com

After the Format.com tool is extracted to your boot disk, type format c: /s t a command prompt to format your active partition, or type format drive: if you want to format a partition that is not your active partition.

3. When you successfully run the Format.com tool, you receive the following message:
WARNING, ALL DATA ON NON-REMOVABLE DISK DRIVE C: WILL BE LOST!
Proceed with Format?

4. Press Y, and then press ENTER to format drive C.

5. After the format procedure is finished, you receive the following message:
Volume label (11 characters, ENTER for none)?

NOTE: This is an optional feature that you can use to type a name for the drive. You can either type an 11-character name for the drive, or you can leave it blank by pressing ENTER.
