OK....try doing this. Please open the application "Console". It is located in Applications>Utilities. Click on "All Messages" on the left hand side. Look through there for any errors. Now, while you have the Console open and at the bottom of the list, click the Apple icon at the top left of your computer screen. Then, click "System Preferences". When it doesn't launch, look in the console and tell me what errors or messages show up there.

This just indicates that the dock icon can not find the system preferences folder, just delete the icon from the dock. Then go to your applications folder find the system preferences and just drag it onto the dock that will fix it.
