Question about Dell E193FP 19" Flat Panel LCD Monitor
Hello Victor Monty,
Check the video connector to make sure it is clean and tight. Look closely for broken or bent pins by GENTLY rubbing your finger across the pins.
Otherwise, there's definitely a broken relay inside that needs to be changed.
If it's under warranty, contact the manufacturer of your LCD for repair.

The first thing you should check the video data cable. loose connection, bad port may cause such issues. Second run the monitor self test.

Tips for a great answer:
Click the Windows "Start" button or press the "Windows" key. The "Start" menu opens.
Type "Cursor blink" in the "Search programs and file" text box.
A list opens.
Click "Change Cursor Blink Rate." The "Keyboard Properties" window opens.
Click the "Speed" tab. A list of options appears.
The "Cursor Blink Rate" section shows a "Cursor Blink Rate" slider displaying a range from "None" to "Fast."
Click and drag the slider button to the "None" area in the far left portion of the "Cursor Blink Rate" scale.
Click "OK." The cursor stops flickering on the screen.
