The "fan twitch" you're seeing is a nearly certain proof there is a short circuit somewhere. It could be the PSU, it could the the motherboard, or anything directly connected to either or both of them.

You need to reduce your machine to PSU + motherboard (out of the case/on the table) + CPU (with heatsink of course) + one stick of RAM + video card (if there is no integrated graphics). Reset CMOS, re-seat your CPU, cleaning the old and applying a new coat of thermal paste as needed, re-seat RAM and a video card if needed, then try turning the machine on. You can use a screwdriver head to short the power-on pins on the front panel pinout of the motherboard, if it doesn't have a dedicated power-on button on it.

If it still just twitches the CPU heatsink fan, remove graphics card (if you used one), connect a speaker to the front panel pinout (if the board doesn't have an integrated speaker/buzzer on it) and listen for an error code. If you didn't need a video card (have onboard/integrated), then remove the RAM stick and listen for an error code, if the machine even starts.

Reducing this to PSU + motherboard + CPU problem, means you should try a different PSU. If the machine still doesn't spin the fan, your motherboard is shorted somewhere, probably the VRM.

My understanding by a search on the internet, is that the HP XW4600, uses a version of an Intel X38 motherboard, and has the ID numbers - model fmb-0702 - on it, as well as - e93839 -

If this holds to be true, the BLUE header, below the CMOS battery, and close to the outside edge of the motherboard, is ONE USB header.
Indicates Internal.

The Yellow header to the right of it, is the Front Panel USB header.

EACH USB header has contact pins on it, for TWO USB ports.

Does not matter which USB header we are talking about here, on that motherboard.

To identify the pinout, look for the missing pin in the header.
This is the KEY pin.

Compaq system board 686,0MB (320756) board manual

That's an old mainboard (Motherboard), used in a Compaq Presario 5716 desktop computer. (And perhaps a few other Compaq Presario's)

1) Uses a Slot 1 (Intel) processor slot.

2) Maximum Intel Slot 1 processor that can be used, is an Intel Pentium III, with a 100MegaHertz Front Side Bus. (100MHz FSB)
Maximum frequency rate for the processor is 700MHz.

(Scroll the page down)

3) Ram memory is SDR Sdram at 100MHz. Or also known as PC-100. (168 pin. 82 on each side. Two Locating Notches on bottom. Commonly just known as Sdram, but that is a misnomer)

Maximum TOTAL Amount of ram memory is 384MegaByte.
Maximum Amount for each ram memory slot is 128MB.
There are 3 ram memory slots.

4) Do not know what the jumper settings on the motherboard are.

5) Do not know what the Front Panel header pinout is.

6) Can run Windows XP Home Edition, but do not expect a world of performance.

Bad front USB ports on a Compaq Presario 5000

please re-insert the cable of the usb to the motherboard. i believe that there are 4 pins on usb1. now if this usb1 doesn't work, try the usb2. be careful when inserting the cable.

I need a diagram that shows the pinout for front panel audio.

Could you be less specific as to what motherboard and front-panel, and why you couldn't download the manual from the maker if you pitched it out?

Then, to be sure, get a DVM with small probes, set it on continuity, and confirm the pinout.
