Home water pressure runs 60-80#, which a sound plumbing system should handle. Can you get into your plumbing where there is a straight shot to the pool, rig an adapter and try to back flush into the pool?
I presume your filter is clear (low pressure drop on gauge).

With these pool cleaners, there are several things that can cause a lack of suction and movement. Make sure that the main drain and all suction lines are closed except the line you are using. Make sure there is no debris in the flapper or filter that could be clogging suction. Check the hose are ensure that there are no leaks. Check the pump basket for looseness, cracks, and worn or missing o-rings.
