I THOUGHT FixYa had given me the solution a moment ago but it only worked the ONE time and now it is back to the hand which only moves the page up or down!!
Still need HELP pse!

1.go into control panel/hardware/mouse and change your pointer to whatever it was before
2.restart your computer
