That's the idea of HDD passwords. You can't access the data on it at all. Either by boot cd or physically removing the hard drive and connecting it to another pc, you still won't be able to access the drive. Two options, replace the hard drive and reload a clean o/s. Or, there is a service available that might remove the password and retain the data. There are also services that will remove the password and wipe the data, as a security measure. But at the cost of either of these services, makes better sense to replace the drive and reload the o/s. You can goole HDD Unlock and find the software easily. You would need to connect the drive to another working pc. Download and run the software on that password protected drive. It will tell you if it is unlockable. To bad it's not a Dell, I may be able to provide you with a p/w to unlock it.

This is a "security" feature, to protect the files on the disk-drive from unauthorized access.
The computer supports "full-disk" encryption of each disk-drive inside your computer.
So, what password did you set when you first initialized this disk-drive?
If you don't know it, there's nothing you can do -- all the files on the disk-drive are _NOT_ accessible to you.
