On the end of the shaft that comes from the motor there should be a bolt that holds the pulley in place. You will need to remove the bolt in order to get the pulley off. If you can lift the front end onto a couple of blocks it will make the job easier to do. You may have to place a screw drive in between the belt and the pulley. A wood wedge the width of the belt would be better as it would be less likely to damage the pulley. Depending on how old the tractor is, you may have to spray the bolt with a penetrating oil first to help loosen the bolt.
