As you said that its start noising when you turn on the computer and also when you mute the sound it doesn't go away, So might be its a sound of Hard Drive, you can check it by focusing on sound when it start? at the time of window start loading also try to check by going into bios that if you get the sound on that time as well. If its a sound of Hard Drive then you can try to re-install your operating system, If it will work then great! otherwise it simply means that your hard drive life is going to over :(

you can get to the operating system, or it doesn't boot up at all. when does it ask for the password, when it's posting up, or when it loads Windows??

Sounds like its the fan . The more demand you place on the system makes it run hotter so the fan speed automatically increases to compensate
