Question about Bissell Vacuums
Either the electrical connection to the water-heating element are corroded or broken. Worse, the element itself my be dead/non-functioning. You would have to dis-assemble the machine to find out what can be repaired or replaced.

Here's what I did. On the top of the water bucket there is a red oval screen, remove and clean the screen and replace. Also, next to the screen is an oval opening which meets up with a black oval gasket on main unit. Inspect the gasket and replace if dry or cracking. Otherwise, if it looks good, reseat the gasket (it fits into some grooves). When you fill the bucket and put the the top on, put it in the machine and make sure it is making good contact against the gasket. This worked for me. Usually if the water isn't being sucked up is either the filter in the lid of the tank is clogged, or the gasket that sits on top of the clear window nozzle and the tank is missing.

First check that the top cover on the back side hasn't come loose. Sometimes the plastic around the screws break away and the top starts to separate, raising the tank, and no spray. Make sure that the gaket is on the valve at the bottom of the tank and not sitting loose in the hole. Check the pump belt. The pump may be bad.

By the Floor Cleaning setting knob and Tools for PreHeat setting knob, there's a red x inside a clear circle cap. Is it spinning at all? If not...twist the cap off and remove the red x. Under the red x there is a tiny little filter. This might be plugged. Pull it out and clean it. Put back in (this is all really easy).
See if it works now.
