It may be that google is blocked on your DNS server, though highly unlikely, however you should try to see if you can access google through a proxy, and see if google loads then.

You might be connecting through wireless before and now that you have disabled it, your computer is not connected to the router and that is why you are not able to display the setup page. You can use an Ethernet cable to connect your pc to the router. Once connected, try to load the router's setup page again through the provided ip address.
