try to find the service manual of the tv to locate the ic.these tv,s have the icom ic and the memory in a separate pcb.this pcb is a complete part.you must change all the pcb to solve your problem.the fault ic is the icom not the memory.
I am a marine electronics technician with 28 years experience. I have also been a licensed amateur radio operator for the past 12 years. Based on my professional experience with both brands (Icom and Yaesu), I have to advise you to go with one of the Icom units. The Yaesu is a good radio, but Icom's customer support is far superior. I have had no problems dealing with their service department over the years, something I can't say about Yaesu.

- The Service manual for ICOM IC-471 was never produced.
- For repairs, refer to the specific notes on the official ICOM website and for calibrations, refer to the Service Manual of the VHF model (Icom IC-271).
