i just had the same problem, i took door panel off and the window motor was fried replaced it with a new one $50 fix.. very easy fix just take your time tearing it apart
Make sure the alternator is good. Not enough power will cause assesories not to work properly. But as far as timing belt if its idling to low it will make windows roll up slower. But timing belt its self should not cause any problems with electrical stuff
Sounds like the window regulator broke (the mechanism that moves your window up and down). It has cable to do the lifting the window up and pulling the window down. These cables do break.
