Hello stxman, the best thing to do is a "System Restore." "Follow these instructions carefully!" I have a Toshiba Desktop Ext Hard Drive PH3100U-1EXB ... i unplugged it from my desktop to plug into my laptop like i have done before but this time it wouldnt load so i tried to eject it but it wouldnt...

but does it still work on the desk top.
if yes, then you have lap top issues, ONLY.
easy ,huh?

try all lap top USB ports no ext. hubs allowed.
what is wrong in the LAP top OS, unstated)

are you using the correct external power adaptor for both Desk and lap top usage,
have you tried a diff. usb cable.
Laptops can not power the hdd via the USB at all, and in fact
should be avoided at all times. no matter.
the laptop can be infected.
the laptop might have USB issues, with drivers.
do a USB driver update. (no 0S stated)
does the HDD show up in Disk manager, as DISK2
can you set the drive letter?
can you set the volume label on this disk via DM?
if yes, you then can read and write the drive.
as stated on all pages for USB
disconnect all other USB devices, and now try this HDD.
do a full virus scan, and malware scan
do wInDoZ update.
I think i hit them all.

Power off ac adopter is ok

remove the rear cover then tried to make a voltage checking since as you said the power adapter is good so what you need is a voltage checking going inside. you need a digital tester then make a voltage checking at the lcd control board if the dc supply goes through or not present. you can check also a bulged capacitor or burnt parts at the lcd control board.

Black screen on my aspire one and no noise to indicate it is on. The power light is on but will not boot.

Open the battery from the back side and connect power cord without battery. Pust the start button now.
Also you need to make sure in that case that your power adopter is supplying the necessary voltage (12-18 volt DC) - If not then you need to change the power adopter.

IF not untill that point. Safely open back cover and release the RAM and after cleaning dust put back. Now try, hope it will work.
IF not then need to check physically by an expert.

Formatting an external hard drive

Open up Folder Options\View\Show Hidden Files and Folders. Return to your Toshiba HDD. Do you see an hidden files? If so, try to delete them. You may have to change the Properties of these Folders\Files in order to delete them. BE WARNED, removing or deleting any folders or files that Toshiba placed in there could have negative affects on the way your external HDD runs.
