Yes, this is caused by a capacitor problem, take the tv apart and on the main PSU board the faulty capacitors will be evident by their bulged appearance. Andrew Eve
The problems that you are talking about have been seen before. But I have some bad news for you. The LCD panel needs to be replaced. It would be cheeper to buy a new tv. Sorry.
I hate to be the bearer of bad news but the cost of replacement LCD panels are about 1200.00 dollars. If you would like me to try and locate a distributor for new replacements I will.
