Don't throw away any NiCd power tool battery, Firestorm or Versapakbattery that does not hold a charge or does not give you the power youneed, you can get new life from your battery or device that containsNiCd batteries. icad batteries often die in such a way that they won't take a chargeand have zero voltage. This usually means they are shorted out bycrystal dendrite growth. You Can fix these shorted crystal dendrites by"Revitalization through Vaporization of Dendrites (RVD) Process".
You can get this guide from here

Buy a "universal charger" wall wort. Most will chargs 1.5 VDC to 12 VDC in steps adjusted by a slide switch. The polarity of the tip is switchable from + to -, so be careful to switch the tip to the right polarity for your radio. Try to find one that has close to the same current output that the original charger had. Good Luck,

I have purchased 2 remote controlled toy cars from Costco over the years. These New Bright batteris and charges last only a few charges, and then they go bad. I am disappointed. I will go to Walmart and buy a new battery and see if it works better, if not, i will return to Walmart.

SOURCE: 12volt battery not working?
Use a volt meter to check the charger, should be putting out around 14.5VDC, doesn't have to be exact but does have to be higher than the battery to charge it.
The battery should have at least 13.5VDC just sitting there off the toy.
My guess is the battery is shot, they fail pretty quick if not used often. Be sure and check the fuse that should be part of the battery, unless they have changed their design.
Another fail point on ride on toys is the switches that make it go, especially the foot switch.
You can get parts from Peg Perego but they are proud of them. I usually figure out what switch style it is and find them on eBay or a parts house. Ebay also has resellers who can match up with PP parts if not an actual used one that is good. Prices vary so shop around.
If you don't have a volt meter, they are on eBay as well, and if you don't know how to use one, the internet has many many sources to teach you how and they will also tell you how to test switches with an ohm meter which all good meters have as well as voltage. Shop around, get a cheap one unless you plan on using it a lot, still shouldn't spend more than $20 and that will be a good one. Don't limit yourself to ebay if that is not where you want to shop, it is just an easy source for most stuff like that.
