It's not clear which type of Windows you use.
In case your laptop is requiring a username / pwd-combination, immediatelly after powering up, it's a BIOS-issue. This means, you didn't even see a Windows-message / logo. To solve this, you should have some hardware-skills, because you need to open up your laptop and fiddle with some interior hardware.
If it is the login-procedure of Windows itself, all types of Windows have the option to boot up in "safe mode" by touching the F5-function key at your keyboard, while booting. You get several options to choose from.
At least you can boot up Windows and make a safe back-up an external USB harddisk or USB-drive. After this, you might consider downloading software which is able to create an additional account, or try to do it yourself.
Besides, the manufacturer of your laptop, should have included a CD / DVD for re-installing Windows. It might be even hidden somewhere at your harddisk, and visible after the F5-function-key.
Nevertheless, I want to emphasize, your first priority should always be to create an external back-up. After this, you can go for the other suggested steps.

Tips for a great answer:
Locate and download a program called
Insert disc and restart computer:
Set your bios to start from the CD:
Just press F8 or whatever the screen says for the BIOS settings and/or options..
Set the boot option order to CD first rather than second or third.
The program will run and it will start to recover the passwords(s)
