Does the Elite EFS-40 have a built in regulator?

Thanks for the Question! If you are referring to a internal Gas regulator this model comes with a option for Natural Gas or Propane.
So you will need to make sure that you have to correct gas connection for the Fryer. If you look at the Gas valave it will state whether it's NG (natural gas or LP liquified petroleum).
So if a NG valve it must be connected to Natural Gas. and Vise versa.
Installing a NG Fryer to propane will result in a dangerous situation because of the pressure difference.

Change 208v heating elements to 240v.

If your supplying 240 vac to a 208 vac element it will work but shorten the life of it.Goto and register,they should have a 208vac element.The wild leg could also be an issue but if you get a 208 vac element it shouldnt hurt it that much.Why you would be getting a reading of 240 vac on l1-l2-l1-l3-l2-l3 is strange.Let me know.
