First impression, based upon your description is : there's no(t enough) power available for this harddisk. Best is to check the powerconnection, which is hooked up at this harddisk.If it's an external disk, you should check if the poweradapter can provide enough energy (Voltage and current).
But, sometimes even the data-cable might bring this problem. So, check if this is also connected properly.
