I think the solution to your problem is adjustment, not of the brightness but either the `contrast' which is probably too high, or the `sharpening' if your set has this function. Too much sharpness will cause a shimmering effect, especially where you see an edge between colours.(due to ringing at a very high video frequency). Too much contrast can start to turn the video signal upside down, causing noise on the peak white in the picture. Another cause is if the RF signal into the aerial socket is too large, This can be corrected by an attenuator, costing about £2. 6dB or 10dB can be tried.

It sounds like your CCD image sensor is bad. Canon has issued a world wide technical notice regarding this, and will repair it at no cost if this is determined to be the problem, regardless of warranty.

You have the camera in Highlights mode.. while in playback use the up,down,right,left pad press it up and it will go through different displays like what settings you had the camera in when you took the picture then there is a graph screen... after that one is the highlights display which is what you have it on. Push up one more time to have it on regular playback mode. The manual explains this much better than I just did. If you have the manual you should check it out if my instructions dont help.

It does sound like a power supply problem, that caps may look good, but that don't mean that they are good.. You really need a ESR meter to test caps, but the tester is about 200, but from experience, I fine that the lower microfarads are the ones that go bad and look like they are fine. I repair LCD everyday at work and from what you are telling me, it is the power supply, replace low value caps, like the 1, 10 , 33, 50 farads. That should take care of your problem.
