Sounds like ad Ware or Spy ware.... in internet explorer go to Internet options... click the programs tab... look for manage ad ons click on it....... disable everything .... now try the web out.... enable each one at a time until you find the ones causing you problems.... this method will at least help you find a solution assuming its malware, adware, or spyware....
