What means exactly sb_pwr
'SB' stands for StandBy. When the motherboard is connected to the power supply but not turned on the SB voltages are supplied to different parts of the motherboard. In some motherboards you are able to charge devices like Phone without powering on the computer, that's because of the SB.
The SB in turn triggers other voltages used for the motherboard.

I believe that stands for Southbridge, the chipset that communicated with the PCI, USB, IDE, ports etc. The Northbridge is for the CPU, RAM and AGP every other device will communicate through the Southbridge.
