When you switch the tv on with all of the lamps glowing, a defective one will fire and then quit. Replacing the faulty lamp (which will seem to glow, but should be blackened at one end) should solve your problem. In order to get to it, you will need to take off the back panel. Another possibilities is that the inverter itself is bad. You could then start by looking to see if there is any input line to the inverter board, which changes state when the lamps go out.
