In most cases you will need to enable your bluetooth on your phone. Then in the options their is a scan option or search.
The bluetooth device you wish to pair will have a button on it to put it into discover mode for a few seconds.

Please provide more details as to the type of phone and device you are wanting to pair if the above does not help.

I also trying to pair my galaxy s5 and all it keeps saying is pair failed and on the parrot it says pair your phone P

Sometimes the bluetooth of different devices will simply refuse to pair, it's an old, known problem to which there is no fix.
Just use another older phone.

It's charged. My phone said it was connected. Not connected. I disabled the bluetooth, and tried to "re-find" it. My cell phone can't find it

First you need to pair your bluetooth with your cellphone. Go to your cellphones manual and look on how to pair it with a bluetooth. You would need the passcode for pairing, after that then you connect your bluetooth to your phone. Sometimes it depends also on what kind of cellphone you have. Some older model of cellphones are not compatible with the newer bluetooth. Let me know if this works.

The only thing that you can pair a WP7 handset to is a headset, everything else is not supported, hence your problem! There is no fix as this is not a fault but a feature and we are not sure yet whether this feature will be included in further updates. Thanks

How to pair the device

Hi

You can pair device through bluetooth by allowing your phone in discoverable mode while your bluetooth is on.

Note: Both the cellphones should be having a bluetooth and should be ON as well as should be in Discoverable Mode.

As I told someone else, Verizon has put a block on bluetooth capabilities. I have found the only thing the bluetooth is good for is a headset.
