This is phone's software problem and it will not be put right by formatting etc. It seems that are corruption in it's system files and needs reflashing. Technician with smart software repairing tools only can do this for you.

I had this problem once. My problem was due to a file (currupted) in my memory card. I found this out by restarting the phone without the memory card. once the phone was up and running, i looked for the damn file and deleted it...

If you have dropped your mobile in water, then i am afraid even if you get it fixed it would be too expensive.
