Why won't thermostat turn on after I changed the batteries?

I think you may have the model # incorrect, However if you have a thermostat as in the type that are hand held, polarity of the batteries is the 1st thing I would check, then test them for proper voltage, corrosion will often interrupt that small of a voltage, clean the terminals and test it .

A wall mounted like a central HVAC system typically will not require batteries to operate, this is for memory and they will work fine even if no batteries are installed, however there are battery powered stats too, meaning non parasitic type that not powered by the transformer in the air handler.
I will include a basic drawing of a residential HVAC thermostat to show you how the 24 volts powers most thermostats.

I have a goodman cplj30 heat pump and I'm trying to install a hunter 44905 thermostat but I'm not I have it wired correctly. The wiring is as follows. R to R Y to Y G to G O to O W and E...

The Y, G, O and C are correct, the W and E are not tied together.
The W is the main cal for heat and should be wired into the heat pump reversing valve wire, usually blue but you need to check. E goes to to E and is for emergency heat, I.E. it turns on your furnace when it gets too cold for the heat pump to keep up.

The t-stat operation in heat goes like this:

T-stat calls for stage one heat via the W terminal, if after a few minutes the temp does not start to rise the t-stat call s for backup heating via the E terminal, this turns on your furnace or heat strips in your air handler if you have electric heat.

Programmable Thermostat Model 43157

On my Hunter model, there is a "Span" setting that allows you to change how long the AC/Heat will run before it turns off. Basically, it sets the acceptable range (above and below) your temperature setting. To access this press both the up and down arrows and hold them. "Span" should show up with a number (1,2, or 3). For your problem, change the setting to 1 so the AC will run shorter, and more frequently to keep the temperature more constant.

Flashing re co

Re Co stands for Recovery Mode. That means if you have programed your thermostat to be at say 72° at 5:00 then it should kick on in Recovery Mode several minutes before 5 in order to reach that temperature. This is normal and doesn't indicate that something is wrong, just that your thermostat is trying to reach or recover the programed temperature.
