SOURCE: PTO will not engage blades on riding mower. The

Using a test light or volt meter, check to see if you are getting a full 12 volts at the connector where the PTO plugs in. If no voltage present, locate the fuse for the PTO and check it, also check the PTO switch to see if it is working. You can turn on the ignition switch to the run position, don't start the engine, and turn the PTO switch on and off several times listening for a clicking sound. If you hear it clicking, have someone sit in the seat and start up the engine, while it is running, observe the PTO clutch and see if it spins when turned on and if the belt turns with it. If none of this works, post a follow up and include your Craftsman Model number. I will look it up and see if I can find anything else we might be missing

Does it matter how the blades are lined up with each other on a Huskee LT4200?

The blades are belt driven, and once installed will do what they are designed to, spin and cut the grass. They wont hit each other, and the belt allows them to "pause" for a split second seperately from each other in case you hit a rock or stick or...
I wouldn't worry about it.

4013 HT is a Victa with a 13hp briggs and stratton engine normally with a twin blade 40in deck. These were badge engineered Noma mowers and essentially equivalent to murrays made at the same time. Check diagrams for murray decks to find one with the same deck configuration.

Mows crooked

Riding mower decks are typically canted (offset) to avoid this issue. Double check to verify the new blades are the same length as the original blades.
Not all mower blades are created equally, universal replacement blades do not adhere to the same standards as OEM blades for size, hardness or many additional standards built into the OEM blades when the mower deck was designed.
