If you're using the proper code you need to check and see if two programs are attempting to control your WiFi. IUse either Windows or the manufacturer's software to connect. If for instance Dell Wireless and Windows Wireless are running simultaneously, you'll never connect via encryption key. You must disable one.

This issue may occur if you configure your Internet connection to use a proxy server that requires authentication. In some situations, the Activation Wizard can not connect through the proxy server to an internal Microsoft server and show error message.
Alternatively, this issue may occur if your firewall software is blocking the attempt to connect to the server through your Internet connection.
To resolve this issue configure the firewall software to let the Activation Wizard connect to the Microsoft server or restart the computer in Windows Safe Mode With Networking, and then try to activate the software.
