You need to check the vga cable or try another one, also try plugging into a different screen, usually Fn key + F2 will switch it over, try right clicking on desktop and adjusting resolution there should be an option to output to an external screen, show desktop on both and extend the desktop try messing with these, it may be disabled in the bios if so reboot computer go in to bios it will tell you to press a certain button usually F1/F2/delete then change and save restart, hope this info helps good luck

The TV should have VGA input socket to connect with. if have; you can connect the TV with the computer, using a VGA to VGA cable.

I have HDMI laptop and Dell 1706FPVT 17" VGA monitor. I have VGA to HDMI cable and I connected the cable between these two machines but it is not working. Solution, please.

First of, a little bit of explanation.
VGA = analogue
HDMI = digital

The answer seems to be in your question.
it reads "VGA to HDMI". These cables or adapters doesn't work the other way around. I am guessing your cable can only support vga output to HDMI input. And your setup is HDMI output from your computer to vga input to your monitor.
Solution:
Try and find HDMI to VGA cable or adapter. This is expensive.
If your computer has a vga output, use this with vga to vga. You won't get a better resolution by using HDMI to vga.
Or are you stuck with only HDMI output?
There are adapters for USB to VGA too. This could be less expensive. I have one for my friends Apple Air. I am not a "i" fan so I do not have much experience on Apple.

Hope this helps.

try with DVI port and see it works or not.
if worked buy a converting port (DVI to vga) and connect you video card Via DVI
and connect your other appliance Via VGA port by that converter.

Getting my samtron to work on my cctv

Not all DVRs have WORKING VGA output. I used to work for Nuvico, and we had 2 different versions for DVRs. Ones with VGA connection. The other with non-working VGA connection. VGA port itself does not guarantee. Some DVRs also have DIP switch in the back. You can simply toggle between composite or VGA output. Ones with DIP switches often require reboot, and from my experience these do not work well with VGA monitors. Also... Make sure VGA monitor support low resolution. Stand-alone DVRs' native resolution is either 600 or 800 horizontal lines.
It will help alot if I know the model of DVR/CCTV

Nvidia GeForce 7200 GS PCIE - Multi-Display does not work

This card does not allow you to Multi-Display with the VGA port and the S-video port. If you put a DVI to VGA port adaptor (not supplied) on the DVI port, you can Mulit-Display two VGA monitors and (presumably) a VGA (from the DVI port) and S-video monitor.

This is not explained anywhere and the card does not come with a DVI to VGA port adaptor, so I wa only able to work this out after I bought the DVI to VGA port adaptor.
