dish network remotes are universal, you can program your receiver, vcr/dvd, telivision and stereo to most remotes. if you need info on this just post again, otherwise i would list your issue under the remote brand

You didn't mention which model of TV you have but if you dont have the manual for the Dish remote, you can retrieve the codes from their website which would be more current anyhow.
You may not find a codes setting that agrees with your TV if it is a recent acquisition since the manufacturers are changing their codes all the time.
You may be able to find one that at least controls some of the Toshiba's functions but don't expect too much.
Experience tells me that if you can do at least power and volume control, be happy.
This is no, and never will be, a truly 'universal' remote.

If you are trying to get the remote programmed to the receiver you can remove the smartcard from the receiver and that will prompt the system info screen. This will allow you to program the remote to the receiver.
