How do I fix the speed control on an Ariens walk behind lawn mower?

do you mean the throttle cable? as its a push mower im gussing it is. If the mower is relatively new then it will be fitted with an opc (or dead mans handle) in which case there is no need for a throttle control as the engine speed is governed and should only be used at the fixed goverened speed

My Honda HRC215 commercial mower goes very slow, how do i adjust it to make it go faster

Is your speed adjuster on the handle working properly? if not there should be a screw holding the cable on the engine Loosen that screw and push or pull to speed the engine then tighten back up.If that don't work there should be a spring coming out the to of the carb and if it speeds up when you push or pull it you can shorten or lengthen that spring. Which ever you need.

Find a screw touching the linkage on the carb. Turn that screw to speed up the idle.

How to speed up motor on yardman self propelled lawnmower

You could disconnect the governor linkage at the carburetor and just connect the throttle cable (if it has one) directly to the butterfly plate on the carb. Aftermarket throttle cables (one size fits all) for push mowers are available. If you go this route, be careful not to over rev the motor (esp. when not under load) as you could possibly throw a rod or float a valve.

Suddenly stopped then could not pull mower backwards because rear wheels would only go forwards, and mower would no longer start

Sounds like your mower has a safety mechanism that has locked up. On your push handle is a bar that must be pulled back in order to pull start cord, it has a cable that goes to the safety brake, check the cable to the safety brake on the flywheel, it may be broke. If it isn't in the safety brake itself, try spraying the cable with WD-40 as this may free it up. Or the cable may need replacing from wear. To check this pull back on the handle and watch the on the side of the engine where this cable attaches, if it is moving on the side of the engine then this cable won't be the problem. In this case it most likely will be the safety brake itself that's the problem. Do not remove the safety brake if under warranty as this will void your warranty.
