Ask for a reduction in TV license fee!
Have you tried a game or DVD through the TV? If also B/W then it sounds like colour electronics have failed.

What is the Remote Model for TOSHIBA Colour TV Model 2168TIV

In my opinion, you should not have to give them the remote number, but you can look this up by contacting the customer service website of Toshiba, giving them the model number of your tv..and explaining your situation...also check eBAY for remotes.

DVD Playback is only Black & White

Different areas use different colour systems. The most common types being PAL and NTSC. What I think you might have done is changed the colour type setting to one that is not compatible with your TV. If you have the manual look up the colour settings. If you haven't got the manual look around the main menu for them. If all else fails use the factory reset.

Toshiba Portege 7200 i try to fomat it it does no format why

Windows won't as a rule allow format of an older system onto a newer system, it goes into protect mode.
If you are trying to format the laptop with say XP and you have XP with SP3 installed, because SP3 is newer than XP it will try to stop you from destroying the newer system. Matbe you are running out of space?

We have reconnected our DVD to our new flatscreen and can see the picture, hear the sound but the picture is only black and white

This sounds like either the colour settings on the DVD are wrong for your new TV, or the TV has got the wrong setting for the socket that the DVD is connected to.
Go to the menu of the DVD first and look for picture settings etc. Or colour, keep your eyes peeled for the words PAL or NTSC.
