SOURCE: new battries won't charge.

Sounds like the batteries are completely dead, you'll probably need to replace them, sometimes you can only use batteries until they die, and that goes for Wheelchair Batteries too. If they won't charge or keep a charge then they are dead.

A note of caution when using a standard battery charger for a car on powerchair or scooter batteries, or ANY sealed batteries. The chargers for this mobility equipment are designed to slowly charge the batteries in spurts so that there isn't a dangerous buildup of hydrogen-sulfide gas which is produced when charging any battery. Because the batt's are sealed, the casing could expand and blow apart when not allowed to slowly, and in spurts, charge.

Car batteries are unsealed, so the gas escapes. In any case, apply no more than 4 amps to any mobility battery, and do so for only an hour or so before letting the battery settle down and the gas recombine with the gel inside.

Gel batteries should be stored with a full charge, disconnected from the equipment in a cool, dry space, and shouldn't be stored for more than a few months without periodic recharging. At the price of them, it pays to take good care.

Most likely either one or both of the batteries have a dead cell. Have your batteries load tested to check their condition.

What makes the on board charger not work an how cah it be tested to see if it is good.

There is a fuse in the charger and another in the chair for the charging circuit. Poor connections to the controller and at the batteries will do it too. If the batteries have been completely discharged, then the onboard charger does not have enough power to start recharging them. If that is the case, use an automotive 12 volt charger that has no automatic charging circuits in it to charge them individually. That means removing both batteries from the chair and connect the charger to one battery at a time. You can test the charger with the batteries disconnected and measuring the voltage on the wires you just took off the batteries. The voltage should be 28 volts or so if the charger is working.

Charger not working

When the red light is on it is to indicate that the charger is getting power from the wall outlet. If there is a second light that normally comes on Green when charging pay close attention to it when you first plug the charger in. See if it blinks even once then turns off. If it does that means the charger is not seeing any battery voltage at the plug that goes into the chair. If the green light does not blink at all then it usually means the charger is defective. Also most wheelchair battery chargers will not charge the batteries if the chair is to dead to even turn on.

Battery charger is blinking

Most chargers have a certain color light that should be lit when the charger is charging the batteries. If this is what you normally have had, the blinking light means the batteries in the chair are dead or disconnected somehow or the charger is defective. If your chair is still turning on you may have a bad connection somewhere or the charger is defective. If the chair does not turn on anymore the batteries may be to dead to charge. Also if it does not turn on you could have a blown fuse or something disconnected in the battery wiring harness that will not let the charger work.

Battery charger on quantum electric wheelchair starts out ember color then starts flashing red I check wires everything is plugged check it about 3 months ago everything was ok now th chair won't

Did you charge it at all during the 3 months? Did you store chair on a full charge? Check to see if batteries are dead. Batteries should be disconnected and/or stored on a full charge. If left connected they should be fully charge every week.

David Are you leaving the power on while you are charging the Chair? If you are try charging with power off at the joystick. The manufacturers of all power batteries do not recommend charging with automotive chargers. I would try to locate a friend or neighbor that also has a chair or scooter and borrowing their charger for a few hours to see if it will charge your chair. If not contact your provider and borrow a charger from them. If the different charger works then yours is bad. You shoud be able to order a charger through your provider or by calling Pride Mobility @ 1-800-800-8586 Hope this helps you PS I didn't say you couldn't use the "other" charger. But I wouldn't want you to think I approved of it

Battery shows 24.8 volts no power

Yes, your batteries are trashed. You need to replace them. Or take them off the chair and put them on a car charger, slow charge. They need to be up over 24VDC. If they fall under 24VDC the charger won`t recognize them and won`t charge.
