As long as you are opening it correctly it may be glued with dried paint. I would brush paint stripper around the edges and leave it for a few hours, brush off and repeat.
A few months ago I needed a manual for Utilitec timers because none were online. People were asking for a manual at Fixya because the print was so small. I went to Lowes. Bought the timer. Scanned the manual. Posted the manual online. Test wired the timer to see how it worked. Intentionally wired it wrong to see what would happen. Burned out the timer. Took it back for a refund. Lowes customers can now access the manual on-line.
Maybe a retailer sells the Wagner 120, and you can buy for the manual, scan manual, and then return all for a refund. Check Sears. Another way I have had limited success finding manuals is contacting the company directly. Another way is to go to those 'we have every manual for free + aggravating spyware' websites and see if they have one. I found a manual in Italian that way, and then used Google translate to translate it into English and then posted the manual online. After that I restored my computer and the spyware was gone. Win-win for all.
