Two things make certain the aerial is good and the cable from it is not the old type brown cable (replace it with satellite cable). Digital sets need good signals and it will clear up the breaking up of the picture when cars go past etc.
If you do have a good aerial & cable. Try resetting it to the factory default. That should clear the memory settings of the tuner. As sometimes it remembers you had channels and therefore ignores them. Then rescan!

Something isn't right. Try a wire as an antenna to the Panasonic, set it for air/antenna and see if it finds anything. You should be able to pick up at least a couple of stations even with a wire....

Some simple suggestions:
In the main menu if using cable make sure you are in cable band and not air or antenna band.
Also direct enter a channel number and see if it goes and works there--if in air band you will only on cable get a dozen of the lower channels.
Also if using a cable or sat box you should be able to go from its rear audio/video jacks to jacks on the set (if it has them) and go to that input and bypass the tuner in the set ----then you remain on that input and change channels with the box.

Select "ANT in"
Select Cable or Antenna Select "Auto"
Select a scanning mode
Auto channel setup
Select "Auto program"

Select scanning mode (ALL channels/Analog only/Digital only
Start scanning the channels
Available channels (analog/digital) are automatically set.
All channels: Scans digital and analog channels
Analog only: Scans Analog channels only
Digital only: Scans Digital channels only
Confirm registered channels
If OK is not pressed after selecting "Apply", the channels will not be saved.
The channel will be saved when no operation is performed for 60 seconds and
the "Manual program" menu will also exit automatically.
If you perform scanning more than twice, previously saved channels are erased.
