Question about Cell Phones
Have you tried removing and reinserting the battery? Also, if you let the battery drain too low it will not turn back on until it is recharged to a minimum level, something like 5%. I would try plugging it in and letting it charge for 20 minutes or so then try turning it on. If you don't see any indication when you plug the phone in (like an LED turn on) then it may not be the battery.

If you want to try a simple solution, Go to Settings, Wireless and Networks, then Turn on "Airplane Mode" wait until you see an airplane on the top status bar of your phone... then Turn OFF "Airplane mode"
If that doesn't work, and you want to reset your phone, take it to the place you bought it or any place that is on your carrier.

Jailbreaking in IOS is rooting in Android. You root the Precedent (gain access to the root login) by using rtto at http://codegeekbbs.com/samsung.php Just follow the directions you'll find in the file. Just read the Readme.txt file.
Unlocking is making the phone run on other carriers' towers - and you can't do that with a CDMA phone without pretty much rebuilding the phone. (CDMA phones don't have SIM cards, only GSM phones do - the technology is different.)
