there should be a cover or sock over the filter,this will stop the dust.the paper filter is the part that can not get wet. if you don't have a cover for your filter use an old sock or something simular to a sock.

The only sure fire way is to use a filter, bag and ensure you have what they call a "noise muffler" but in all reality it's a filter that not only dulls the noise but doesn't let dust escape via the access there in the rear.
