Same problem with my hob. I adjusted the small jets to their lowest setting in order to be able to simmer -impossible on the bigger jets. The problem is the vents underneath the hob. These can't be closed off so the problem appears to be in the design. The solution I have to use while I save up to by a decent German model is to open and close the cupboard doors underneath the hob very, very slowly.
More that likely your just got the cleaning solution you used on the igniter/in the burner. Light the burners with a match and let them burn for a little bit of time. This usually works. If not you might have to clean the igniter and make sure it is creating a spark for ignition.

That has nothing to do with the number of burners and everything to do with your local voltage supply. If the local supply is 110v then that's what the burner will use and likewise with 220v.
If you meant to ask how many amps the burner will draw then that will depend upon local voltage AND the rated Wattage of the burner: as you have quoted neither of these nor the precise model of Kenmore cooker/hob I cannot provide an answer.
all gas range ovens have a small metal box in the back upper area of the broiler burner; a gas line runs into this box as do two wires; this is a "flame control " gas valve; the way it works is: after the pilot has been lit as you turn the oven temp control a heating element in the box causes a small valve to open allowing a larger amount of gas into the oven burner to ignite the whole burner If you can only get pilot flame on high replace this valve
