Can you please be more descriptive?

white screen indicates either:

i. lcd cables gone bad.
ii. the logic board fried.

neither, you should replace the whole lcd.

Restart the computer-

Plug up a USB mouse to see if that doesn't work

Your touch pad software may not be installed. Goto Sony's device driver support page and download the mouse drivers for your model. Sony has good software support. You'll find the touchpad program easy. Reload and see where that puts you.

scane for virus and reinstall the operating system

Then likely the mobo is fried

Try removing the battery and unplugging machine. There may be a reset button (look on bottom of computer). Reset. Plug in and try again.

What operating system do you have running on the Dell? Is there a hardware/software firewall setup/installed?
