Question about Dell PE2800 Server
It means the voltage reg on the motherboard has failed or the monitor for it is failing. Typically, this is a warranty repair from Dell. If you're out of warranty, then you can either replace the mother board, or if you're brave, replace the regulator and all the broken caps that probably caused it to fail.
