GeForce fx5500 graphics card wont allow me to set the res higher than 1600x1900 - have downloaded the latest driver - but still wont help
The problem is the cable connection to the video card.
When using the DVI output of the FX 5500, the maximum screen resolution
that you can select is 1280 x 1024.
But, if you use the Analog (VGA) output, the card will
support resolutions up to 2048 x 1536, which should be ok.

First off what is the model number of your 23 inch samsung. Some monitors can only go up to certain resolutions, regardless of downloading 1 million different drivers, the screen's resolution is all it can go. Look in your monitor's manual, and it should tell you maximum resolution.

Alright , well, since your screen can handle the pixel's, that leave a few other things we have to look at. First what is your computer, brand, model, motherboard? Then what operating system?
If you are familiar with Bios, open Bios and check to make sure your setting are similiar to these:
Assign IRQ to VGA: Enable
PnP O/S Installed: Enable
VGA Pallet Snooping: Disable
PCI Bursting: Disable PCI Latency Timer: 128 Peer Concurrency: Disable
Video BIOS Shadowing: Disable
Video RAM Cacheable: Disable
USWC: Disable/UC
Pipeline Cache Write: Disable
PCI 2.1 Compliance: Enable (Only needed when using PCI graphic cards)
Passive Release: Enable
Delayed Transaction:Enable
VGA Boot Sequence:AGP (When using an AGP graphics card)
Graphics Aperture Size: 128MB (When using an AGP graphics card)
AGP Turbo Read Mode: Disable
AGP Turbo Write Mode: Disable
Then based on the motherboards manufacturer: go to their site and make sure you have the most current "CHIPSET" driver for that board. The AGP slot that the graphics card is sitting in, is controlled by the Chipset driver. Motherboards are all different, and the AGP port could be an issue. Your graphics card is an 8x but if your board only accepts 4x the graphics card will cut out pixels on you. But based on your screen and graphics card, I'll bet it's a newer computer, so it should be able to handle 36x. So, then it might be the Chipset driver isn't the right one.
I'll stop here, before going to another solution to see if these can resolve the problem.

Nvidia geforce using dvi connection to monitor doesnot supports resolution higher than 1600X900. Switch to newer version 6 of nvidia to obtain resoultions upto 2050.
Not all (if any) Geforce FX5500 can run such high resolutions.

Thanks for your reply - It is a 2333SW The monitor itself is telling me it needs me to set the PC resolution to 1920x1080
