Bootable device not found actually indicates the HDD (hard disk) is no longer recognised and either needs to be re-seated or replaced, if the bootable device error message comes up all the time the it will be a definite HDD replacement.

I need the tool named "bootsect.exe"

Why use bootsect?
Easiest and working tool I found to create a bootable USB from an image is "Rufus", found here: Rufus Create bootable USB drives the easy way

I made a bootable USB for Windows 8.1 installation and confirm that it worked.

Hope this helps.

I have a slimtype dvd a ds8a2s a ata device that I get a code 19 device cannot start message in device manager

Fist, go to devise mgr, --start button, in search area type devise,

find the devise, it should have a yellow shield, click on expand so you see the actual drive, it could be open with the shield next to it already.

It will be under cd roms. right click on it and choose uninstall, yes
uninstall the devise, now cold boot , shut down the computer and restart
it and wait until windows says found new hardware, if it doesn't throw the error when installing or after installing, go back and check it for the yellow shield.

Cant start windows

Hi,
The no bootable device found or the promary disk not found error can be caused because of the following reasons

1. The operating system has crashed
2. The harddrive is faulty.

Try the following steps
1. Remove any cd if there is in the optical drive
2. Disconnect the Ac adapater and remove the battery
3. Press and hold the power button on the laptop for 10 seconds
4. Reconnect the Ac adapter
5. Power on the laptop and press F12 key on the keyboard a couple of times slowly on the Dell screen
6. Select Hardrive diagnostics from the list
7. If the harddrive returns with an error code , you would need to replace the same
8. If not then, restart your computer and press F8, a couple of times on dell logo screen
9. Select safe mode from the list.

Use the following wizard
