System restore is an application of windows which is used to get back the system to an earlier working state. According to restore points available in your system.
So you do not reqire any DVD for that.

Its not possible that BIOS can reject any USB device, you can use USB DVD in case if the BIOS is not accepting it so you can try to restore BIOS. Just go to the BIOS screen and look for the option to reset it. Normally it done by F9. Thank you.

Use the Recovery Manager to recover your system without the need for any additional software CDs, technical support or repair service.
The recovery process should only be used as a last step in troubleshooting your computer, as all personal data files will be erased during the recovery.

Close any programs running on your computer and remove any unnecessary hardware devices that are connected to the computer.
Restart the computer. Press the "F11" key once your computer begins to start up again and before the Windows logo appears.
The HP Recovery Manager will automatically launch.
Click the "System Recovery" option and click "Next." Select "No" in the Microsoft restore window that opens and click "Next."
Select the "Backup Your Files First" option and connect an external hard drive or insert a blank DVD or CD to store the backup files.
Follow the instructions in the wizard to select the files you want to save.

My presario will not start, after several minutes get warning 2"no operating system", all lights come on and dvd drive wirrs. Have recovered system to no avail.

Most likely , It is not finding a right booting device....make sure OS was re-installed properly

OR

Eject any CD or DVD from from DVD , unplug any USB drive....

After this reboot your system & see , if you can go in...

I need to know how to restore my Compaq Presario 2700 to factory setting because it has crashed.

If you have the original recovery disc for the laptop, then I would re-install your operational system to bring it back to factory setting. If you do not have the disc go to www.compaq.com for customer support to see if they have the disc available.

Hi

To restore windows press F11 after powering on go advance sitting and restore it.
DVD drive not working not the problem with windows problem with you DVD Drive you need to replace it.. not repairable
