Question about Avaya 4610SW IP Phone
It's probably a problem with your DHCP settings, if you try manually setting the IP configuration on the phone it should find the server/control unit, haven't used 46x series myself, but if you reboot the phone at some point it should give an option to configure manually, if you have another working phone you could get the IP configuration off that one, think you can find them somewhere in the option panel on a working phone.
