Question about Televison & Video
This happens because you are shrinking the image height and width. By doing this you have lost all the high definition information, and it looks bad on your HDTV because the only way they can make it fill the screen is by stretching it.
You can use windows movie maker to add different filters onto the video to hopefully re-create the video as best as possible, but your best solution would be to regather the original footage and start again.
