Is the hard drive SATA? This board only supports 1.5 gig data transfer. If your drive is SATA II then you need to limit the drive to 1.5 with a jumper

the hdd must be good or will never ever install
The in install media must be good -no scratches or bad burned Dvd-r disks.
install disk if is CD/DVD disk the drive must be good
1999 shows up in bios page 1, as year is yours 8 years old and coin cell battery dead at 8 years.
if PC never turned off coin can last 10
in storage 3 years.
this mobo has trash old VIA chipset zero support.
