I suggest the power supply is bad. Your Gateway 503GR uses an ATX style power supply. The style found in about 90 percent of desktop computers.

(Click on Components. Then click on Power Supply in the list)

Uses a 300 watt power supply. I suggest Tigerdirect or Newegg, for a replacement. If your computer is dirty inside, I also suggest cleaning it out.
Use a can of compressed air for computers, WITH the computer unplugged from the surge protector.

This could have a bad power supply (in this case I would try a new one just in case).
All other things being normal, I would guess a bad motherboard.
The best thing to do is disconnect everything but the CPU and memory and try to start it.
If it starts, then start connecting stuff until it doesn't start--this will tell you what is bad.

Your CD is not starting as it is not configured for first boot device. I am not sure on which function should be used to get to Boot Menu however you may want to try using either F2 or F12. Then its all about changing the Boot device fromHard Drive to CD. Once Changed follow the steps mentioned below,

  • Insert the Windows XP CD-ROM into the CD drive, and then restart the computer.
  • Click to select any options that are required to start the computer from the CD drive if you are prompted.
  • When the "Welcome to Setup" screen appears, press R to start the Recovery Console.
  • Press 1 (One) to select windows XP and then hit enter.
  • When you are prompted, type the Administrator password. If the administrator password is blank, just press ENTER.
  • At the command prompt, start typing

COPY D:\i386\ntldr C:\ (Considering that D is your CD Rom Drive)
COPY D:\i386\ntdetect C:\ (a file that may also be missing)

Then rebuild the boot configuration boot.ini file by
Attrib -H -R -S C:\boot.ini (if not found skip the next line)
DEL C:\boot.ini
BootCfg /Rebuild

Once all these steps are completed make to change the boot device to hard drive from CD rom.

Disconnect everything from the motherboard except the power supply connections and cpu fan. Install one stick of RAM and connect your monitor. Then try starting up. See if you get any BIOS boot messages. This will tell you that the board and processor are okay.

With what you say you've tried already, I'm thinking you might have a bad processor. Most every other problem would result in some kind of error like POST beep codes or messages on screen. If the system still doesn't boot with the bare minimum parts installed, replace the processor.

Check the condensators. If there are not any blown condensators or leakage, keep the video card (or at least the one on board if any) and remove all the other cards, also the memory. Check the CPU with a known good motherboard. If the CPU is ok begin by adding the memory, one bar at a time (you may alternate the slot also). If the computer do not start the motherboard is defective . If the computer starts but no sound is heard motherboard could be defective. Try to install a previously checked memory. If you do not get any signal the board is dead. If you get video signal, add one card at a time until you identify the bad component.

Check your wiring harness on your Gateway and see if it will match up to your new board. If the wiring harness will match up then you can install the board. However, you will now have a custom built computer in a Gateway case.
