Hi, first check whether the card is inserted correctly, if that is right, secondly check if the card reader pins are in place, thrid try a different sim card, fouth, ask the previous owner to insert his her sim card and see what happens.
If all else fails, please seek a phone specialist as ypou mentioned above, its a 2nd hand phone.

In your case I believe your SIM is now FROZEN or locked. You mostlikely will need to purchase a new SIM card.

PUK code (Pin Unlock Key) is required when you enter an incorrect PIN 3
times. After entering the wrong PIN 3 times, the card will be locked and
you will need to get a PUK code from your service provider to unlock it.
If the wrong PUK code is entered ten
times in a row, the SIM card becomes invalid and you will need to purchase a new SIM Card. The phone will display
"PUK blocked call operator".
i work with cell phones everyday and that error means you just need a new sim card but before you replace it call at&t to make sure they have the correct sim number on your accoount
where did you bought your phone? if you bought it from a telecom's promo it means that your phone is locked to a single network provided only. you can ask a technician to have your phone OPENLINE for you to be able to use any kinds of sims.
if it's not the case, check the slot for sim and make sure that the sim is properly placed. restart it without the sim and then restart again but now with the sim.
